Calling 311 - nuisance dog

      On at least 5 occasions, my dog and I have had a serious issue with a chihuahua that lives on S.Oxford Street: the dog is not kept on a leash and his owner allows him to relieve himself (?) in their building's fenced area. While walking past this building, I have had to contend with an unleashed, growling, nipping dog on multiple occasions, the latest of which was this morning when the dog essentially chased my dog and I nearly all the way up the street. The owner did nothing to control her dog apart from yelling at him from her doorway, which did nothing.

      I have a couple of concerns: 1) her dog will bite someone 2) her dog will end up in a fight with a larger dog 3) if my dog (50lbs) behaved anything like her dog - and many other tiny dogs in the city - he would likely be put down, but because these tiny dogs weigh 10lbs, they get away with all sorts of horrible behavior.

      Is it even worth my time to call 311 and register a complaint or will they ignore it/me because the dog is tiny? Advice is appreciated.

      It is bad....we basically have to avoid that whole block, which is irksome. And I have to imagine that we're not the only ones who've had problems with this dog and his owner.

      311 will respond to animal complaints. i once lived below a family of douchebags who had two little yappy dogs that barked constantly and were regularly let loose both leashless and even totally unsupervised in the building and neighborhood... free to piss n' crap anywhere and everywhere. and because the concept of a lease was foreign to these people, they'd constantly shout up and down the streets calling the dogs (who rarely, if ever, responded to their names). called 311 on `em, who in turn transferred my call to DEP (which apparently has jurisdiction over animal probs).

      the one caveat is that i believe in order to register a complaint, you'll have to be able to identify the owner of the animal(s).... or at least known his/her/their address. DEP typically starts off sending a warning letter with pamphlets about how to properly curb/care for one's pets. if you keep complaining after they've had a chance to remedy the animals' behavior, they may investigate and issue a citation or something like that.

      It's an apartment building...I know the building and the dog's name and am hoping that if the dog is registered that the City can track the owner down. I'll call tonight.

      Good luck! Being a responsible dog owner is made much more difficult when you've got folks like that around.

      It's people like that who get those of us who are responsible discriminated against.

      Whenever I am not allowed to take my well-behaved dog somewhere or someone makes an idiotic comment about dogs in this city, it makes me angry at people like these Chihuahua owners who ruin things for those of us who do everything we can to keep our dogs from barking excessively, stop them from peeing and pooping everywhere (and cleaning up when they do) and keeping them socialized - or knowing when to keep them away from other dogs.
