It is a reference to Bloomberg's campaign to have HHC hospitals not distribute baby formula, except in the most dire circumstances.

Well, if it's about not supplying formula on-demand right after child birth, then it's not right. However, for once, I agree with the mayor's general sentiment: breast feeding is probably the best way to go. The late Dr. Spock warned about the hazards of formula and cow milk and it seems the portents of doom are coming true in the forms of obesity and diabetes. I can climb on board with the City pushing the health benefits of breast feeding (and the danger of sugar water) via PSAs. But certainly not withholding formula which may be needed in some cases.
The idea is to make formula something that is accounted for. If a mother requests it she will still be able to have it after someone speaks with her about breast is best. If a woman struggles with breastfeeding or needs it because of any of the issues Armchair mentions, it will be made available. A nurse will just have to mark down why the formula was given.
When I was in the post-partum ward my "roommate" didn't speak a word of English and never understood when the nurse asked how often her baby had peed. Her baby was nursing almost all the time and was a peaceful, well fed little baby. Instead of watching and seeing this, one nurse in particular kept coming in and telling the mother to give formula. Depending on the nurse and hospital, I've been horrified by how hard you have to work as a mother to NOT have your baby fed formula.
Because I was so on guard against nurses pushing the stuff on me, I delayed feeding it when it was really, medically needed in my baby's case. However, restricting formula is only a tiny bit in a large picture of ways to encourage breastfeeding. It really felt to me that at Maimonides where I delivered, a lot of nurses and situations were working directly against any hope of successful breastfeeding.
Going way back as my kids are 25 and 19, I had to actively fight the nurses at LICH not to give my oldest formula. They sent me home with a bag of samples, coupons etc, and treated me like a criminal because I wanted to only breast feed my child.
It was a bit better with my second, as he was allowed to room in with me and nurse on demand, but formula was offered with distressing reglarity.
I usually don't agree with Bloomberg nannyisms, but this is a rational beginning approach to a public health problem.
Unfortunately, he must go the step further as he is not accounting for cultural differences. Many hispanic and carribean women don't nurse nor use formula during the critical first days as the colostrum milk has the antibodies that start building the babies immune system, but feed their babies herbal teas as they believe this milk is bad and then switch to formula. They think because they got the formula in the hospital it is better for their baby.
Maybe he could just ban formula over 20 ounces.
....That would certainly get less resistance than if he tried to ban breasts over 20 ounces.

Here is why this disturbs me. How is this different than passing a law that a pregnant woman must be pontificated to
about how she is pregnant with a baby (shocker!) before she's allowed to have an abortion?

Because this is about telling women that breast milk is a healthier choice than formula, which has a huge corporate advertising budget behind it. The ani-abortion forces are trying to impose their moral agenda on pregnant women. Their forcing of women to look at ultrasounds, etc, has absolutely nothing to do with their desire to protect the woman's health.
