Part of me is upset, part of me really likes it.

So, they're going to allow teens to go into bars just to play the games. Places where they haven't been allowed before. This will not only lead to increased gambling revenue but a huge conundrum for bar owners as I suspect they'll all be accused of selling liquor to people that aren't supposed to be able to buy it. So, there'll be increased fine revenues as well. And here I was hoping that Cuomo would run for president in four years but this idea seems not to be one of his best. Hell, you could cut $25 million from the budget easier than hoping to get a bunch of teens to spend their hard earned minimum wage dollars on something as frivolous as this.

I will go further and opine that this is a "hairbrained idea".

This seems to be one of those plans that promises revenue that (in reality) there is no chance of actually delivering.

However, as a result of said idea, Cuomo gets to state he is matching expenditures with increased revenue.

...Which allows folks to paint those who disagree with Cuomo as being "irrational and opposed to any and all new taxes"

A transparent ploy by Mr Cuomo.

I think you mean "harebrained? In any case, I agree with your conclusion.

      Per the Free Dictionary:

Usage Note: The first use of harebrained dates to 1548. The spelling hairbrained also has a long history, going back to the 1500s when hair was a variant spelling of hare. The hair variant was preserved in Scotland into the 18th century, and as a result it is impossible to tell exactly when people began writing hairbrained in the belief that the word means "having a hair-sized brain" rather than "with no more sense than a hare." While hairbrained continues to be used and confused, it should be avoided in favor of harebrained which has been established as the correct spelling.

I am just glad they did not attribute the quality to Cuomo alone.

      That would have been unfair.

If there were a bunch of hair tangled up in one's brain, one would not be able to think very well.

      Seems logical.

Do you think Cuomo has this condition?

A gambling led economic recovery is a tried and true scheme for many governments around the world.

Gambling certainly brings in revenue to governments. My critique is that I believe to future revenue is being overestimated in order to justify present spending.

I am of the opinion debt has potential gains and risks, and therefore one should fully understand the likelihood of going into debt.

Locations seeking to have (or thwart) Casinos might get an unbiased, non-political committee to review them.

That sounds fanciful, but it might be an improvement over the present system.
