Dogs barking on park place

      So it started around 12:40 am and now just stopped. It sounded like one or two dogs barking Constantely. Interrupted by the occasional yelp. At first I thought it was nothing butit kept going and going. I tried to call the ASPCA and got a prerecorded message telling me to call 311. Call 311 and was told I needed to have the exact address so they can send the house a noise complaint letter. All the while I hear this painful yelp. Which he doesn't seem to give a shit about since I don't have the address to send the letter to. Any one else hear it?

      Yeah, those pups are not on leashes ever either. Which is fine now but when they're grownass dogs it's gonna be a major problem. There's a bunch of dudes hanging with the dogs but
      I'm not sure who's the exact owner. It's either 811 or 810 I think. Not sure exactly though

      Scratch that, either 816, 808, 806, or 804 are my guesses. Not very helpful I'm afraid

      Call the ASPCA and give them an idea of the address and they will investigate. Keep on calling them to follow up. I have been surprised lately about how the ASPCA has been following up on complaints.

      Epiclylaterd, no your post was helpful! You confirmed that the dogs live some where on or close by to my block. I hate to say but their probably going to just abandon those dogs when they get to big.

      HouseBroken, as soon as I can figure out where they live I'm calling the ASPCA. They way those dogs were yelping last night. Dogs don't yelp like that unless their in pain.

      I've been impressed with the way ASPCA will show up, but I'm disappointed by how awful the situation has to be to constitute abuse. If you see the owners of the dogs hanging out with the dogs or puppies on the streets and you know they're there at regular times, you can still call the ASPCA. Because they physically come they don't need the same exact details like 311. If you see the dogs check for any signs of potential dog fighting? Maybe that is what the painful sounding barks could be? Look for home ear cropping jobs etc. Any details will encourage ASPCA to show up. Don't make them up to get them there though.

      311 will just send a letter to the dog owner suggesting methods to keep the dogs quieter. If you keep complaining after about 3 months after the first notice was sent out I think they will then start issuing tickets.

      If you see the dogs off leash on the street maybe you could straight up call the police? That is against the law.

      The ASPCA has to enforce the laws as written which are weak at best. Keep calling. Document what you can without exposing yourself if it is indeed a bad situation. And whoever said it is correct, the dogs will likely end up in the shelter for any number of reasons. the ACC and dog/cat homelessness and shelter overcrowding issues could be a whole thread on its own. But yes, best to follow your gut...if it sounds like a duck...

      The ASPCA sadly is not really very effective - at least in this area unfortunately. If it's late at night and you hear it again then skip 311 where you will get the recorded message and just call 911. I have had to do it many time for the same situation but on St. Marks.
