Al Di La (on 5th Ave) and maybe Applewood. In all honesty, I didn't find Peter Lugers to be *that* upscale so I think either of those should do. I haven't eaten there but I think Rosewater is supposed to be nice...maybe others can comment. Stone Park might also be considered somewhat fancy. (And yes I am using fancy and upscale interchangeably!)

For just really awesome food and cocktails, and nice but not super fancy Fonda or Sidecar. We eat these regularly enough that I'm comfortable saying the food is way better than Peter Lugers (unless you've got somebody set on a buttery steak and potatoes.) and the service is good.

Also, I'm a very picky eater and can eat at any of those places, though Sidecar is by far my first choice.

For steak and potatoes kind of meal, Korzo way down 5th Ave could work. Great food, ample portions, cool space. Definitely not Lugers but I am not embarrassed to take anyone there. http://korzorestaurant.com/Dinner%20July%202011.pdf

And I almost forgot, Benchmark the steakhouse behind Loki lounge seems to go for the upscale look, vibe though I think the food is hit or miss.

Blue Ribbon and Landmark are both good choices, and near each other if one gets the thumbs-down.
