      Re: Installation of 3-way stop signs at the intersection of 23rd Street and 6th Avenue, Brooklyn, NY 11215

      We the undersigned request that Brooklyn Community Board #7 (CB7), and related agencies and elected officials, advocate on behalf of the residents in CB7's district, including Greenwood Heights, South park Slope, Windsor Terrace and Sunset Park, for the installation of 3-way stop signs at the intersection of 23rd Street and 6th Avenue to the New York City Department of Transportation (DOT).

      While there is currently a stop sign located on the south west corner of the intersection on 23rd Street, recent new construction of 716-718 23rd Street, a four-story building on the corner of 23rd Street and 6th Avenue (diminishing the sight lines along 6th Avenue), along with an increase in pedestrian and car traffic in the area, has created hazardous conditions for both pedestrians, cyclists and drivers passing through that intersection.

      Several car related accidents have occurred in the past 12-18 months and we are calling for the immediate remediation of the unsafe conditions at this intersection.

      We are recommending the installation of a 3-way stop sign system to the DOT:

      >One sign on the western approach towards 6th Avenue on 23rd Street

      >One sign on the southern approach towards 23rd Street on 6th Avenue

      >One sign on the northern approach towards 23rd Street on 6th Avenue

      We respectfully request the DOT complete an new traffic study of the intersection at the soonest available time period and make this intersection safe for the residents of the neighborhood and all communities within CB7.

      This is important since this has become a very dangerous intersection. Please sign the petition today if you can and spread the word.

      There will be a Transportation Committee meeting at CB7 tomorrow night (Tuesday 01/27) at 6:30 pm. The 3-way stop at 6th Ave and 23rd St. will be on the agenda.

      The Board is located at 43rd St and 4th Ave.

      Snowy/slushy greetings,

      Wanted to recap to everyone what has gone on to date, and next steps, on the proposed 3-way stop at 23rd St and 6th Ave to mitigate the hazardous intersection due to dangerous site lines, increase of traffic (car, pedestrian and cyclists) and population in the area pre/post last night's committee meeting at CB7.

      1. in early 2008 we requested a traffic study on the corner via CB7 to NYC DOT at the bequest of several local long standing residents. DOT did do a traffic study and deemed there was no need for a 3-way stop or other traffic mitigation at that time. We were told we would have to wait 12-18 months before a new request.

      2. At the bequest of many old and new residents in the area in late 2008/early 2009, we again contacted CB7 about the dangerous intersection. it was discussed the Transportation Committee should take the issue up officially and that support form the local residents, via a petition and support at meetings, would help gain support from the Board.

      3. A on-line and physical petition was created in January and over 113 signatures were collected from local residents and folks within CB7's district area. The petition was presented at the January CB7 full Board meeting. The Transportation Committee calendared the topic for their 01/27 committee meeting.

      4. Last night the Transportation Committee officially recognized the petition, discussed the procedure moving forward with a request and agreed to draw up a resolution in support of the 3-way stop to be voted on at the full Board hearing in February. Unfortunately the resolution and petition was not accompanied with a show of "community support" since Mic and I were the only two members from our community/block at last night's meeting.

      Either way, I am confident the Board will vote in favor of the resolution, though normally the board likes to have that backed up with a good showing of attendance at the committee's meeting.

      Thanks to Beth for flyering the immediate area and for those who signed the petition. And I appreciate those few who let me know in advance they would not be at last night's meeting. It would have been a nice addition to the committee's report and resolution if we had had some sort of turn out from the immediate area to add to the idea that the community is demanding the 3-way stop from NYC DOT.

      Perhaps I will see some folks at the February full board meeting for the vote. It is on Wed. February 18 at 6:30pm.

      I'll keep everyone in the loop, regardless.

      The CB7 Transportation Committee passed a resolution to support the 3-way stop. Now it's up to a full Board vote in Feb.

      As mentioned yesterday, here's the article in the Brooklyn Daily Eagle on the the 3-way stop on 23rd St and 6th Ave and the CB7 vote. Harold Edeln did a good job covering the issue and hopefully this will add nicely to the packed of petitions, press and letter from CB7 (and we assume from CM Gonzalez, though not confirmed. AM Ortiz has been MIA...not sure what BP Markowitz's office can do?) to the NYC DOT.

      Demand 3-Way Stop Signs At ‘Danger Corner’

      As Accidents Rise, Board Wants Traffic Action Now

      GREENWOOD HEIGHTS — The price of increasing neighborhood development could have potentially fatal consequences. As more cars, bikes and people congregate around an increasingly busy and accident-prone Greenwood Heights intersection, an urgent call to the city for immediate action is being demanded by Community Board 7.

      The intersection of 23rd Street and Sixth Avenue at the mid-northwest corner of Green-Wood Cemetery is of great worry to the Concerned Citizens of Greenwood Heights (CCGH), a group founded in 2004 in the South Slope to deal with overdevelopment and neighborhood preservation. Over the last month, it has circulated a petition directed at the city’s Department of Transportation.

      At the Board 7 meeting on Wednesday evening, it approved a motion to send a letter to the city Department of Transportation “demanding” immediate action in placing three additional stop signs at the intersection, giving complete coverage to it.

      The board is sending the letter to Brooklyn DOT Borough Commissioner Joseph Palmieri and City Commissioner Janette Sadik-Khan. The board and CCGH ask for support of city agencies and Borough President Marty Markowitz, Assemblyman Felix Ortiz and Councilwoman Sara Gonzalez, who has indicated her support.

      In late January Community Board 7’s transportation committee met to prepare its report to the board. Two weeks before, CCGH co-founder Aaron Brashear, the board’s Building and Construction Committee chair, set up an online petition. It has nearly 140 signatures, including many board members’ names.

      “Considering NYC DOT has already determined in the past the hazardous intersection of 23rd Street and Sixth Avenue is not worthy of a three-way stop or other traffic mitigation method, I set up the online petition,” said Brashear. Originally it called for a new study. Now there is the board’s demand for immediate action.

      “While there is currently a stop sign located on the southwest corner of the intersection on 23rd Street, [there is » 
      recent new construction of 716-718 23rd St., a four-story building on the corner of 23rd Street and Sixth Avenue, diminishing the sight lines along Sixth Avenue,” the petition notes. “Along with an increase in pedestrian and car traffic in the area, [this] has created hazardous conditions for pedestrians, cyclists and drivers passing through that intersection.”

      Several accidents occurred over the past 18 months, mostly fender-benders. Not all were reported to the 72nd Precinct, such as a recent three-car collision, said Board 7 District Manager Jeremy Laufer.

      3-Way Stop Signs The Answer

      “We are calling for immediate remedies of the unsafe conditions at this intersection,” the petition states, asking the DOT to install a three-way stop sign system at the site.

      “One sign on the western approach towards Sixth Avenue on 23rd Street; one sign on the southern approach towards 23rd Street on Sixth Avenue; one sign on the northern approach towards 23rd Street on Sixth Avenue.” That would create a stop in all directions, and slow down cars coming from a traffic light at 20th Street on Sixth Avenue.

      “With the board’s vote to demand immediate action, the city DOT must deal with this now,” said Brashear, applauding the board’s support and recommendation. “We need to send a clear message that the DOT must act on this issue before a fatal accident takes place.”

      Prior to the Transportation Committee meeting, the CCGH distributed and posted flyers in the neighborhood, with an illustration of two cars colliding and the words: “Do you feel safe? Help us get a 3-way stop installed on this corner.”

      The CCGH was formed to support “contextual and responsible new development in Greenwood Heights and South Park Slope, and the preservation of historic views from Green-Wood Cemetery” to maintain the neighborhood’s character.
