Long time reader, first time poster.

There is a dog that barks non-stop in the backyard of a house located between 4th Ave and 5th Ave and either on Douglass or Degraw. From the sounds of the constant yaps, I estimate it weighs around 5 pounds or is comparably small. I have to imagine its owners are never home because it is more difficult to imagine any considerate neighbor allowing such offensive noise at all hours.

Does anyone know anything about this? Where the dog resides? How to get it to stop barking? Contact Pet Control? Anything would be greatly appreciated.

stake out the dog and try to figure out where it lives. then call 311 and file a noise complaint they send it to the appropriate precinct for you. (i have a lot of experience with this) Provide an email when they ask, you will get emailed updates.

Slopeduder, I would love to know how that worked for you. I have a constantly barking alley dog that I've tried filing a noise complaint on.

To do so though, 311 needs to have either the owner's name or apartment number. Then they send out a letter telling the dog owner that their dog has been barking and advise them on ways they can treat this issue. You're supposed to then wait a couple months before complaining again to allow the dog owner to put the new attempts in place. When I have called the precinct directly they say they can't do anything about it and redirect me back to 311.

You can't just go around asking who owns the obnoxiously barking dog because then the owner will know it was you. Because then yay, harassment is always fun.

The rules for what constitutes animal abuse are actually pretty lax. As long as the animal is provided shelter and food and taken to the vet when it's sick or injured the animal cops won't or can't do anything.

My problem wasn't a barking dog (it was a person), so maybe my advice doesn't directly apply but filing 311/police reports is a good idea anyhow, just so it is on the record.

If it was really affecting my quality of life, I'd print up a bunch of flyers and anonymously mail them to my neighbors with very concise directions on how to file a complaint against the person. If they get a dozen different people complaining about the same dog I'd imagine they'd have to do something.

Also did you try reading this link?

Maybe you can request a noise inspection. I'd keep spamming that noise complaint form too.

via email: "the barking dog lives at 673 DeGraw, Apartment 1. There is, in fact, someone home most of the time the dog barks, which I know because I walk around from Douglass to ring the bell and ask them to let the dog in."
