Passive Aggressive? You should Never lock a bike to a tree. If done repeatedly, the tree's method of taking up water and nutrients will be permanently damaged.
Seriously? That is a kid's bike. Find another way to get annoyed and take this passive aggressive shit elsewhere.
Aren't trees usually the property & responsibility of the property owner? Would you lock a bike on a home-owner's fence?
I don't think the sign is any more passive aggressive than bitching about said sign anonymously on a message board.

I am pretty sure that trees that are planted between the sidewalk and the street become the defacto property of the City, even if the homeowner planted them and cares for them.

I believe it's the home-owner who has to pay any type of maintenance and repair for the pit and the tree. In fact, the home-owner is responsible for the sidewalk going from the house to the curb.

I think I mention it because I am envious of the city's power to technically own things like the sidewalk and trees, but make others take care of such under threat of fine.

This always baffled me as well. Late 90's the City tore up all of 9th street, including the roadbed and the sidewalk. We were assessed over $1,000 for the new sidewalk.
Someday, I hope to find a similar clause that gives me such power. To date, my research has only resulted in people consistently (and correctly) telling me to go to hell.
Despite these discouraging outcomes, I must persist until I am successful.
