This is a fascinating conversation but despite anything that was said, there will be little or no jobs created. Perhaps a few low rent jobs and that is better then no jobs but certainly not what was promised.
Were jobs promised? Of course jobs were promised as that is a part of every deal. Pols believe because they are corrupt or they want to believe, or both.
To think that jobs will be created is to lack a fundamental understanding of capitalism which is the need to return value to the shareholders. Nothing else matters. You might disagree with this from a humanistic standpoint, as I do, but the bottom line is that people on the payroll are very expensive. Each dollar saved goes to the bottom line and payroll is the most controllable expense on a P & L as that is B School 101.
Employees today are like fat. You want as little of it as possible and you work those who DO have jobs like dogs. If they do not like it, the can quit and you simply do not replace them. More money to the bottom line. Sorry to have this viewpoint but it is reality.

Despite high rates of unemployment among those with low skills sets, the arena is finding it difficult to maintain a workforce:

As time goes on, the arena may develop a core group of "happy" employees, and turnover will fall.
However, the arena may decide that the mere passage of time and the "weeding out" that naturally happens when launching a new venture isn't going to be enough; the managers may experiement with increasing wages and benefits.
Or, they may simply decide that turnover is an inherent part of these entry level positions and that it isn't important to have longevity because new employees can be quickly found and trained.
Correct me if I am wrong but it seems that the jobs created are crap jobs. Walmart jobs.
These are not jobs you can really live on. Not jobs you can raise a family on and pay the rent on and save for a house on. These are just crap jobs that are numbing to those who have to either take them, or starve.
You do not get a piece of the American Dream on these jobs. You simply tire out. If you get a moment, read the book called "Nickeled and Dimed In America. It is eye opening.
Yes, we are in a situation where a legal, on the books, crap job is (hopefully) better than no job, or one that is illegal and/or off the books.
The questions are, "how much should we be willing to pay an employer who promises to create such jobs?"
"should we believe such promises are not exaggerated?"
"would the jobs have been created without a gov subsidy?"
"did we get as much as we could with the public resources we committed, and the taxes that we have exempted this entity from for decades?"

However, I can't say I fault AY for building and operating their arena (and the future housing) in the most cost efficient manner.
That is not where I place the blame, that is merely where I go to see shows.
My choices seem to be: pay twice (capital plus ticket) and get to see something, or pay only once (capital) and simply get to walk by.
If Ratner is providing a job for every $375,000 spent, he's doing a lot better than Obama.
