I've called 311 twice about this tonight, but nothing has been done -- so I'm wondering whether anyone in the vicinity of Park Place and Flatbush (on the east side) is dealing with this. Every holiday weekend, the same people have parties that go all night until after 2 am. I have to believe they have police cooperation because nothing is ever done. I'm not even that close, so the people next door or a floor or two directly above must be going nuts. You can't even call the non-emergency line at the precinct (77) anymore. Any thoughts, anyone, on what can be done? Or is it time to move to a community where people are considerate, or where the police actually give a s---?

And with this post, I declare that summer has arrived. Let the complaints about noisy neighbors begin in ernest!

Ear plugs may be your best solution.

I should have made this clear, but these are not just ordinary, friendly gatherings. There's a DJ who's on a mic and the music cannot be drowned out with earplugs, an airconditioner AND fan. It's basically an outdoor club. Sounds like it's a great party, but for the kind of noise they're making, they would need a license.

    4. Sadly there is really nothing you can do. I had similar issues with my neighbors in front of my building. Calling 311 just doesn't work in some neighborhoods especially low income ethnic ones dealing with huge issues like drugs and violence (and yes as a BLACK person I said it).

The police are usually responding to "real issues" (drugs, violence etc). Over 10 years ago when I used to live in Jamaica a Queens it was the same issue.

One police officer told me that if you report that you are witnessing drinking or a drug transaction, and call anonymously from a payphone, you may get cops to actually come out and investigate.

If you have a local assembly-person, you may want to contact them and get a local petition started. That takes time though which you may not have.

Sadly the only time things get done is if there is a "critical mass" of folks like you (working middle income people who want to sleep at night so they can work their day jobs). If enough people like you complain to the cops, and to your local assembly people, then things get done.

Otherwise the only other way is economic segregation. Live in as high rent of a neighborhood as you can. Most of the time, in order to afford those expensive places, the folks that live there have to work themselves to the bone on high powered stressful jobs and thus come home mainly to watch a little TV and sleep. In low income neighborhoods, there are enough people who are either underemployed, or living so cheaply that they don't have to keep regular business hours and sleep at night like you do. I know in my neighborhood, many of the long time residents are on programs which give them a lot of free time to do things like stay up all night and make noise. Many of these places also have landlords who overlook crowding issues and teenage/adult grandchildren living with their grandparents who are paying the rent through a program or fixed income. Its those adult children that hang out all night. Higher income neighborhoods, have rental agencies and landlords that police their buildings too much to let situations like that go on.

i'm pretty sure i know this place. i used to live on sterling in an apartment facing the back and the people behind us on park had what appeared to be an illegal night club going late into the morning on most summer weekends. if it's the same place, they had seriously large speakers in the yard, the music was caribbean pop and food and booze was served, which convinced me it was a business. we tried complaining to the city (at the time there was a so-called quality of life hotline, which was bogus) and the precinct. occasionally the cops came and made them turn down the music but more often they would say it's a weekend night and they had bigger fish to fry. eventually we moved. but in retrospect i wonder if the illegal night club isn't the best way to go -- in theory they would need a state liquor license, a city cabaret license, fire and health department approvals, etc. try complaining to the community board or city dept of consumer affairs. good luck.

its a quality of life issue, this type of thing effects everyone, those who do it aren't considerate people. parties should be stop before mid night and after mornings. folks gotta work to pay for rent etc..

these people doing it mostly don't have normal jobs or jobs at all. sucks ass but mostly people can't do anything about it, maybe a stray water balloon from some where and hope nobody sees you doing it.

Ha! I called the 77th precinct when people were blasting music underneath my window for three hours. Someone answered the phone, " McDonald's, How can I help you?" Really?! Is this the police that are "protecting" our neighborhood. Unprofessional and childish.

And I am sorry. Whoever thinks this area is low income and thus cheap is seriously delusional. This neighborhood is way more expensive then any outside of New York. Low income, my ass. What a joke!

And I think some guy just stopped outside my apartment building and peed. He had his car blaring crap music. And I stood outside to look at him and said WTF! He finally left, but really? Is this the crap we have to deal with in New York? I have had enough of classless people.

      Was he Urban or white?

...not that there's anything wrong with that.

music blasting from cars suck, a long time ago I went to school with guys who like to blast music loudly from cars, the guys says it attracts girls LOL. that's their defence. they say girls love loud speakers and a nice rides. I guess its the bling effect.

I told these guys its the totally opposite, its very douchey and annoying, they were like they don't care as long as one girl pays attention. Generally these guys are right though one girl after like tons of them would.

      So, it is resolved:

Whenever men act like idiots, men should simply blame women.

urban doesn't have to be minority, more with class in my book, but class and race goes hand in hand in america. I seen urban white kids.

Considering that the phone system has been automated and recorded for some time now I doubt the validity of that statement.

      yuts = young urban thugs.

YUTS are generally up to no good, they tend to be violent towards each other and strangers for no apparent reason, wear flashy clothing, and pants mostly ill fitted. blasting their music loudly, always in groups, sit around stoops or hanging around a corner or store.

they'll always accuse you of looking at them. drinking and smoking legal or not legal. they tend to wear flashy jewellery as accessories, if they spot you wearing any jewellery or electronics, they'll first ask to borrow it and never return it. if you don't allow them to see it or "borrow it" they'll take it by force, they can be of any race but mostly of poor backgrounds and can be found in the suburbs too. (the suburban ones are not typically poor but are generally bored).

their uniform and the loud music is mainly there to attract the female of the species I called miss = mannerless idiotic stupid sluts.

I'm done for the day :p on this topic lol.

I didn't see this until now, but thanks very much for your post -- I'm sure we're talking about the same place. I guess I won't waste my time trying to get anywhere with this, although I may try to contact my local representative's office. Thankfully, it's not every weekend. If it were, I'd definitely find somewhere else to live.
