&#60;p&#62;Likewise, affordable housing will only be built if the incentives created by DCP are large enough that they are better than building regular housing.   ....and that there is no consensus on what &#34;affordable&#34; means.&#60;/p&#62;
&#60;p&#62;Housing is expensive.   Someone (either the individual and/or the taxpayer) is going to have to pay the bill.    NYC gov might not have the cash and incentives to make affordable housing be built here, in a location this prime.
