My critique is that I believe to future revenue is being overestimated in order to justify present spending.&#60;/p&#62;

&#60;p&#62;This seems to be one of those plans that promises revenue that (in reality) there is no chance of actually delivering.&#60;/p&#62;
&#60;p&#62;However, as a result of said idea, Cuomo gets to state he is matching expenditures with increased revenue.   &#60;/p&#62;
&#60;p&#62;...Which allows folks to paint those who disagree with Cuomo as being &#34;irrational and opposed to any and all new taxes&#34;&#60;/p&#62;
&#60;p&#62;A transparent ploy by Mr Cuomo.

Places where they haven't been allowed before. This will not only lead to increased gambling revenue but a huge conundrum for bar owners as I suspect they'll all be accused of selling liquor to people that aren't supposed to be able to buy it. So, there'll be increased fine revenues as well. And here I was hoping that Cuomo would run for president in four years but this idea seems not to be one of his best. Hell, you could cut $25 million from the budget easier than hoping to get a bunch of teens to spend their hard earned minimum wage dollars on something as frivolous as this.
