Subject: Rooftop parties are great--especially if it's not your roof.

We live in a building with no rooftop access and have been having a somewhat strange problem--people are throwing parties/hanging out on our roof and walking back and forth late at night, which is incredibly f-ing loud. I wouldn't really care if we weren't on the top floor and if there was the tiniest bit of insulation, but, like I said, I can't even use my own roof so it's shitty that some random people are. I think what's happening is that people are walking across our roof to visit people on the other side rather than just going downstairs to street level. It's gotten so bad that when people walk across the roof our glass lighting fixtures have fallen down, which is dangerous since either myself or my roommate could have been injured. I would go up there and confront them but, like I said, no access and exit door is locked and alarmed. Our super has been unresponsive and after hearing a few hours of THUMP, THUMP, THUMP stomping footsteps until after 2 am I'm at the end of my rope. Is this a 311 issue? Just call the police? How can I get these fuckers off my roof?

edited to add: people on roof are not tenants of building.
