If its annoying you then theres really no time limit. Just make sure you make a follow up call with your complaint number to the precinct if nothing is done. I would also suggest that you bring this up in the next precinct council meeting.

I say you should wait until 11pm on weeknights and midnight on weekends because if it were your party, you'd want the same.

I think that's true for the most part, but obviously your situation also plays into it. If you have your wedding, a funeral, an important exam or other such unusual circumstance the next morning, I'd default to Oiseau's guidelines. -

It was last night, at about 11:30. I had come home from a very long day at the office and I was exhausted and just wanted to watch LOST on the TiVo. My apartment is very hot all the time, and we don't have a thermostat, so we have to regulate the heat with our windows, so I couldn't close the window.
These jerks were so loud I couldn't even hear the TV. I've lived in the city my whole life - for a while I lived right between JFK and LaGuardia, so I am used to dealing with loud noise. This was just so intensely rude - they were yelling and singing at the top of their lungs.
I ended up not calling 311 because they kept going in and out of the building, and I didn't want this to be the one time a noise complaint is actually followed up on but the noisemakers were inside already. -
Don't worry about the noise not happening when the cops arrive. They will investigate anyway and can certainly determine if a party is going on even without noise, and will inform them that they should continue to keep it down.
If the cops have to come back a second time, your neighbors will have law enforcement's undivided attention.
The rule of thumb is indeed 11 on weeknights and 12 or 1 (I think) on weekends. But super-psycho-loud noise is never required, and you can call that in at 3pm if you like. If someone needs it that loud, they should go to a club, concert, or *gasp* put on headphones. Anything else violates The First Commandment of urban living: Thou Shalt Respect Thy Neighbor. -

This is awful but also hilarious, last weekend in the good ol' Jewish Hospital a rawkus party goer on the 7th flr, well after 12 a.m., was on the balcony hanging off and fell onto the 6th floor balcony below (that's some good luck) and was banging on the 6th floor residents balcony door to get through and back up to the party. The shouting was something like, "help me, I'm wasted and I fell, please help!"
