Landscape/Garden Design Artist

I am the vice president of a cooperative that wants to revitalize its entryway garden area. Does anyone know of any relatively inexpensive landscape/garden design artist that can help us plan our layout?

Ultimately, we want the residents of the building to do all of the "dirty" work of planting the flowers and vegetation, but we could use guidance from an expert.
