A ridiculous way to get money!!
My neighbor's car was hit last week. Someone was very nice and took off their side-view mirror. While my neighbor has been waiting for her new one to come, the city came in and gave her parked car a ticket. Something about it being unfit to drive and in disrepair.
To add insult to injury..we live near a body shop. The constantly park totaled cars (no backs, no fronts ,wire and metal everywhere) on our street. They do not get tickets and they get the spots!!
So nice....

She should be grateful that's all that happened. My boyfriend's parked car got smashed to smithereens last week.
NYC's a rough place- don't expect a break or sympathy in this town- you'll just be disappointed. -
Which mirror is missing? I don't think you are legally required to have a passengers side mirror as long as you have driver's side and a in-car rear view mirror. My first car (1983 VW Rabbit...yeah, I was a stud) never had a passengers mirror.
From http://www.nydmv.state.ny.us/broch/c-50.htm
Mirrors
Model year 1970 and newer - must have a left outside mirror and an inside mirror, or both left and right outer mirrors
Note: Any vehicle that has a permanent obstruction of the view through the rear window (Example: a truck or van) must have both a left-side mirror and a right-side outside mirror. -
I don't think they have a case. By saying that the car is unfit to drive she could simply say that she does not drive the car.

but all cars parked on the street must be driveable ....they've ticketed folks for flat tires
-
That sucks.

I think as long as you show proof that it was fixed within a reasonable amount of time (I'm not sure how long, but I think it might be 72 hours) the ticket should be dismissed. I know it works that way for expired inspection stickers, etc. I would contest the ticket and just mail a dated repair receipt with a letter of explanation saying that it had just happened when you were ticketed.

I think I'd go to court and try my luck with the judge on this one. Your friend might like to tell traffic that s/he intends to subpoena the traffic cop -I'm sure they don't want to tie an officer up in court over something like this.

Couple of things:
1. Whatchuwant - your car was smashed to "smithereens" last year and your boyfriends had the same thing happen last week... Bad luck for you.
2. This economy sucks - you had all better get used to having some of your rights squashed in favor of passive money making schemes by all levels of government. If you don't like it raise your swords... the time for words is over.
3. You can fight it, but don't expect a rule book to help you... your only option is to see a judge. -
