Sorry I can't recomend a lawyer to you but am curious as to the circumstances. New York lead paint laws and enforces them http://www.nyc.gov/html/hpd/html/homeowners/lead_paint.shtml
Is the city not enforcing or your landlord just won't comply? I guess the question is have you explored all the avenues before spending money on a lawyer? -

If this pertains to a child - we rented an apartment and my son tested high for lead when he enrolled in school. I did a lot of research and took matters into my own hands (i.e, painting, testing paint, renting a HEPA vacuum, etc.) and my son's level went down remarkably. PM if you want more info.
