Seemed warm enough to me, but legally in NYC it's still the "heating season" until May 31. So if the outside temperature is under 55, heat in each apartment must be at least 68 between 6 am and 10 pm.

We were cold and our heat came on often (on auto, fairly warm inside temp for most NY apts but that's to keep it legal on the floors above us).
The thermostat is in our unit and there are also thermometers to let us know the temp on other floors. I'd say there's usually a 4-5 degree difference between parlor level and the upper floors of the brownstone. If they're at 68, we're at about 72/73 (which is far from too warm for me, so I'm happy to not be on the upper floors).
Maybe you should look into some remote thermometers to see the temp in her apartment. -
next time this happens i'm going to bring a portable themo to her apt. none of her roommates thought it was cold though

plus heat was left on 75. it used to be left on 90+ for her on winter time. but she always complained.
now i gotta find lol how to write a not going to renewal lease thing. her's is up soon. -

Ours wasn't turned on till 4am. I was cold.
My body is usually cold to the touch anyway so maybe it was just me. -

i'd make dang sure her room isn't colder than the others before you go blaming her for wanting it higher. -
Or that she has windows open. I've heard from folks about people doing that--having a window wide open ("because they need fresh air!") and bitching that the heat isn't high enough to keep them warm.
Some of the doors and windows on our apartment don't have a good seal (or are missing a chunk of the frame) and we get strong drafts through them if we don't shove a towel or something similar in. Maybe she has a "leaky" window. -
i suspect window being open, last time i went over she said it was too cold inside when i had it at 90+.
they had a window open. they said oh must been open by accident. (it was the bathroom window, they probably forgot to close that one). they have a exhaust fan inside.
i was sweating like hell every time i visited the building and her apt. they were always wearing t shirts and shorts inside.
nobody but her complains about it being cold. not even her roommates.
