I looked at a great new apartment and was told that I'd have to pay for hot water in addition to gas and electric. A friend thinks that landlords must provide heat and hot water for free. Is that true? I checked out the City's housing website and it sounds like heat and hot water need to be available, but not for free. Just want to make sure that I'm not getting scammed.
