Does anyone know who runs it and who I would talk to, to see if there are spots available there? Thanks!

I believe that parking lot is owned/operated by the hospital and is used for doctors' parking. Could be wrong.

I always thought it was a private parking lot for the building it is attached to, no?

I don't think that is a public lot, I have lived here for years, that lot has always been there and there has never been any sign that spots were for rent.
