Does anyone know why there was jack-hammering being done at 3am this morning on Halsey between Patchen Ave and Malcolm X Blvd? It went on for about 2 hours.

I know it's not legal, I called 311. What I was really wanting to know is if anything happened to warrant it at 3am. Water main break? Gas line?

Your first mistake was in deciding it was "construction" legal or otherwise. For all you know it was somebody breaking into an adjoining basement. Should of called 911 and let the police decide what it is. No harm in that.
