Neighbor's noise -- What to do?
Some of the occupants at 577 Vanderbilt Ave. have set up outdoor speakers that blast thumping hip-hop/pop at all hours of the day and night. It looks like the unit of the building with access to the backyard is under construction (possibly going to be a bar?). In the meantime, people are using the space to throw huge weekend parties. This would be fine if the music were inside, but the outdoor speakers are blaring the music (and live rapping) into all of the apartments (and bedroom windows) along the backyard corridor on the block. This past Saturday, the music lasted from 6pm until 5am the next morning. Noise complaints to the police haven't helped - they can only ask the people to turn it down, which hasn't yet happened. I've tried to track down the management company/owner of the building without luck. Anyone have any tips for dealing with this? Earplugs, pillow over the head, and fan on full blast aren't working.

There are no building permits on file for any construction let alone a commercial establishment at this address. Check the front door of the building. Permits are required by law to be posted. No C of O exists for the property indicating that more then likely it was and always has been residential including the first floor units from the look of it on Google street view. Yet it appears to be newly renovated at least the windows. Likley this was all done without any permits.
There are two things you could try. Complain to the DOB that illegal construction is going on. Appears to be bar/club in nature. Check with the local engine company and let them know large groups are congregating in the backyard and you fear for their safty. The only eggress appears to be the front door. Any paths through other people's backyards are not legal. The FDNY will shut anything down immediately without an assembly permit.

I had a similar experience 3 years ago, after several weekends of Friday to Sunday loud music and complaints to the police, we (my wife and I) got together with the neighbors around to see if they were bother, and they were so, we called the police for last time, they came over and because it wasn't only 2 people this time, they gave them a ticket, next weekend the same story and the next one. Good thing they didn't pay the ticket so we went to court and even after wasting a whole morning there it was totally worth it. Love to watch TV or talk on my own home.
