DIY.

whyfi, you can really DIY? because using a headshot would be very nice.
that said, i've heard that if you go digital--i think the place on 5th does this--they take a bunch of shots and you can choose which one you look the least wretched in.

If you already have an appropriate picture, you just need to get it printed and cut to passport specs. You can probably find it online but I think there are rules on head orientation, how much shoulder is in the shot, etc. Follow those and the correct photo size and you're fine. I think this is only significantly cheaper if you can print at home, but I'm not totally sure. We paid around $10-14 for passport photos as a drug store in Park Slope.

Your Photographs Must Be:
* Identical
* In color
* 2 x 2 inches in size
* Printed on thin, photo-quality paper
* Taken within the past 6 months, showing current appearance
* Full face, front view with a plain white or off-white background
* Between 1 inch and 1 3/8 inches from the bottom of the chin to the top of the head
* Taken in normal street attire:
o Uniforms should not be worn in photographs except religious attire that is worn daily
o Do not wear a hat or headgear that obscures the hair or hairline
o If you normally wear prescription glasses, a hearing device, wig or similar articles, they should be worn for your picture
o Dark glasses or nonprescription glasses with tinted lenses are not acceptable unless you need them for medical reasons (a medical certificate may be required) -
I agree -- any basic photo editing software can do this. I used Picasa and made a 4"x6" collage of 6 of the same headshot so each print gave me 6 photos, which would cost only something like 30 cents. I did worry a little about the photo quality. Because of the lighting, one side of the background appears more off-white than the other. But my passport was successfully renewed.
