Suite Sixteen - not so sweet leaks

Was walking by the Suite Sixteen condos on 16th btw 5th and 6th yesterday. The sidewalk shed has been up for a while and I figured that it was typical new construction leak issues. Well, it appears to be pretty serious. A number of the units are vacated and stripped down to the framing. Nearly every window has a sign taped to it saying something to the effect of "Leaky window, please caulk!" or the like. Looks like things weren't up to par at this project...
