Roof Access in a Coop

This 4th of July made me wish for roof access again, and I am wondering whether any readers of this forum have had any experience in securing roof access in a coop building that has residents that rent from the time of conversion as well as ones who have purchased shares in the coop.

I know in our building that some people have trouble keeping their (sometimes adult) children from smoking in the hallways or their pets from p***ing in the stairway. There is a justifiable worry over what might happen on a rooftop.

But I have been in plenty of apartments where roof access is granted without question, where I assume the owner of the building grants the right and assumes the risks solely, rather than jointly in the case of a coop.

All I am told is that we can't do it "for insurance reasons".
