You're talking about 742 Franklin. It's unclear what's going there, but the building had previously been converted from mixed commercial/residential to all residential without a permit. The owner was attempting to sell it a few years back.
I'm not sure whether it ended up changing hands (I don't see any record of a sale) but any non-cash buyer would likely have had to have some plan for addressing the unapproved change in occupancy. It's possible the owner decided to revert to the retail space on the ground floor to make it easier to sell.
