Discussion re: the latest NYC public school closure recommendations

Sarcasm alert:

In a shocking finding, a recent report has determined that schools on the "at risk of closure due to poor performance list" served students who were struggling.

This leads this reader to wonder whether certain schools fail because they actually have a harder job to do, not because their teachers and administrators are less competent. Leading me to wonder if re-opening a new school, nearby, with the same resources will simply recreate the same situation.

More research is needed.
