I don't think cameras in the locker rooms would be a good idea. I personally would not want a camera on me when I'm in the sauna, and I'm not doing anything "illegal" just sitting there with a towel over my junk. Still, that would be a major invasion of privacy. I think it would be better if the workers who seem to constantly be cleaning the locker rooms would pop their heads into the sauna/steam rooms every so often to check up on people. And your idea of cutting homosexuals balls off, that's a really lame and simple minded idea; I can only hope you're joking.
