A Brooklyn doctor was busted on sexual abuse charges after giving rectal exams to two teenage brothers who came in for treatment of skin conditions, authorities said.
Dr. Cesar Veloso is also accused of measuring the boys' genitals and asking them sexual questions in his Carroll Gardens office Oct. 4, police said.
He was arrested about 7:30 p.m. Wednesday, cops said.
Police said both victims, a 13-year-old and a 16-year-old who recently moved to Park Slope from the Dominican Republic, described the same procedures at the hands of the doctor.
Veloso, 68, first examined the older boy, who came out of the office "stunned," said the victims' lawyer, Bonita Zelman. Then his brother went in. "The young boy came out screaming and told what happened," Zelman said. "They were traumatized."
Veloso is listed as a family physician and pediatrician and was issued a doctor's license in 1973, records show. He could not be reached for comment.
Veloso, of Ridgewood, N.J., was arraigned in Brooklyn Criminal Court on Friday on charges of sexual abuse and endangering the welfare of a minor.

Subject: Veloso was set up!
Where were the childrens parents??? I've been going to this doctor my whole life and my children have been seen by him and I truly feel that there has been a huge misunderstanding. My family and I are hurt by this accusiation toward this humble and kind hearted doctor. These children were too young to be seen with out a parent, i'm sure the parents already knew that. I feel sorry for Veloso for falling in that trap, being kind enough to see them when their parents could not join them. i'm sure the children were tramatized, but arn't all children tramatized after seeing the doctor? Especially if they dont understand the medical procedures they are to undergo. -
Subject: This cannot be true!
this is definitely a set up!!! The children should have had their parents at there side at all times. the parents should have been asking questions at the time of the examination. Dr. Veloso has been in practice for so long, why has it only happened to him now? This is slander he should counter sue!!! Why would you do this to a kind and gentle person? He is doing these people a kind service by trying to take care of them medically. He shouldn't be punished he should be applauded. -
Subject: Guilty
Sounds pretty guilty to me. why would you need to give a child a rectal exam?!?!
From the Carrol Gardens/Cobble Hill Courier:
This is extremely embarrassing/traumatizing experience for these children, I do not think they would make this up.
According to a complaint filed by prosecutors, the teens’ sister brought the boys to Dr. Veloso’s Hoyt Street office on October 4 because they were suffering from a skin condition.
The doctor first examined the boys in front of the sister, then asked to see them individually.
The alleged attacks took place during these private exams, officials said.
Besides inappropriately touching his victims, Dr. Veloso has been charged with asking the teens if they were sexually active and when was the last time they masturbated, according to prosecutors.
The teens reportedly told their mother and sister what happened. -
