The list of worst landlords is released again

Each year, the city compiles and releases a list of the landlords who operate the buildings with the most violations.

Each year, it is often the same list of landlords.    The buildings are largely occupied by low income people who have very little market power.

It seems the list has a few errors

While Leticia James and her staff come off as looking sloppy, I find it sort of encouraging that that landlords don't want to be on the list.
