...they are also talking about fixing the fence and creating a new entrances.

Those aren't so much new entrances as "formalizing the footpaths created over the years by homeless folks and the courageous looking for a shortcut into the park"

I suspect many hope these new entrances and the renovations will encourage them to go elsewhere.

Personally, I'd prefer them there as opposed to -say- the library bathrooms.
