Memorial on New York Ave Between By Atlantic

Does anybody know anything about the candle light memorial set up outside of the apartment building on New York Ave somewhere between Dean and Atlantic (Not sure if it was between Dean and Pacific or Pacific and Atlantic). We're just curious if this has to do with anything related to the shootings lately. The memorial seems to be honoring a DJ that lived in the area. We're just curious if anyone has any information on who he was and what happened to him.
