First let me welcome you to the neighborhood. You made a great choice because personally I feel this is the best neighborhood in Brooklyn
First will your 3 year old turn 4 before December 31st? If so then they will be eligible for full time pre-k in the NYC public schools. I only sent my son to pre-school part time because it was very expensive but you do have a variety to chose from. You might want to join the yahoo group for Prospect Heights Parents (http://groups.yahoo.com/group/PHeightsParents/) or the Park Slope Parent group (sorry I dont have that address).
You are right up the block from PS 9 (Underhill between St. Marks and Bergen). My son is in the 5th grade there and has been there since pre-k. I really do love the school. It has been in a wonderful transition the past two years that the current principal (Ms. D'Avilar) has been at the helm. I would be more than happy to give you more info on the school and you can email me at stacey0768 at aol dot com.
As you might already know you are very close to the Brooklyn Public Library, Brooklyn Museum, the Botanic Garden and the very gorgeous Prospect Park which also has a great farmers market every Sat morning. You are a 10 minute bus/car trip to Brooklyn Children's Museum which Im sure your children will love.
Right on Vanderbilt and St. Marks there is a bar called Soda which is very family friendly. They host Singing for Aardvarks (a children's sining group) on the weekends. You will find that most of the restaurants on Vanderbilt are child friendly. -
The Park Slope Parents webpages are very helpful about preschools, daycare and whole host of other parenting issues. They also have recommendations for plumbers, electricians, lawyers, etc.

Another great resource about NYC schools is Inside Schools, a site that helps people make sense of the public school system.
