Building on 1st b/w 4th and 5th?

Does anyone know what's up with that gigantic building that's been going up forever on 1st St. b/w 4th and 5th? The unfinished one that's covered in that yellow builders siding or whatever it is?

It's across the street from me, and it seems that no work has been done on it in ages. I've heard various rumors (like that it's for a couple generations of one family), but mostly I want to know if it will ever be done. It's a big eyesore, stuff is always blowing off of it and it casts a gross yellow light into my living room. What is the story??
