what to do with loud music blasting neighbors?

so, i go into the front room to turn the stereo off and realize that it is not mine but the upstairs neighbors!! this is what i have already done this and one year later, still problems:

1.) tried to speak with the neighbors (they told me they don't care and hissed at my roommate, no joke!)
2.) called landlord who called neighbors
3.) spoke with the super who goes up and tells them to shut up
4.) 311 (so many times...)

what else?

  • Some leases state that you have to have N% of the floor covered by carpeting, which helps prevent sound issues. If they are upstairs you can try to hold them to that through the landlord.
  • 1. Attach large speakers to ceiling, face up (speakers facing ceiling).
    2. Put iPod on shuffle.

  • Call the cops. Not 311. The police station, directly. Repeatedly if need be. If it's after 11pm on a weeknight or 1am on a weekend, they are definitely in violation. There's more info on the web about this as well. If you get the cops to come out there, your neighbors will get undivided attention. If they want to not take the cops seriously and you have to call a second time, your neighbors will get quite unwanted attention.

    If you have already done all the things you described and your neighbors are just enjoying being assholes, the police can set them straight. Quickly.

    I agree with this one. when I lived in Harlem I threatened some neighbors with the cops when I asked them to please stop playing along with slayer on a drum kit at 2 a.m. they got kinda huffy at first, and started playing again almost immediately. so I knocked on their door again and started dialing 911 on my cell phone in full view of the peephole. they stopped immediately and never did it again. can we all tell how angry I was?

    I also like Andy's post but that requires a lot more work.

    I am so glad I don't have upstairs neighbors anymore.

    On several occasions when I've called 311 about things like car alarms, I've been told that you should call 911 for anything that's going on right now. Like if there's some alarm that goes off every day at 3pm, call 311 and maybe someone will check it out tomorrow. If there's a car alarm outside your window at 2am, call 911. It seems weird to me, but several different 311 people have said this.

    In your situation, since you know where the annoyance is coming from, and it's unlikely to go anywhere, calling the precinct directly seems to make more sense. If you're in the 77th, the number is (718) 735-0611.

  • i have called the precinct before and they said that they don't deal with such stuff... have they been telling me lies?
  • Call 911, then the precinct can't ignore it. Noise is the number one complaint in this city. It is a quality of life issue. If your neighbors are relentless and interfering with your quality of life, you have every right to come down on them like a ton of bricks. Let us know what happens, and we'll all cheer you on.
  • I had some loud upstairs neighbors at my old apartment. Not music so often, but a LOT of stomping and high-volume playing of porn movies.

    One night I was being serenaded by several screeching girl-on-girl fake porn movie orgasms from upstairs when I had a moment of inspiration. I happened to have a gay porn video (left behind by an old roommate and kept mainly for shock value) so I popped it in and turned the tv all the way up. It only took about 90 seconds of "Yeah. Yeah, boy. Suck that dick. Yeah. Take it. Suck it. Ungh." -- and then there was total dead silence from the apartment above me.

    I never heard them play another porn movie again. I'm sure they were watching them, but they kept the volume down from then on.

    ABSOLUTELY call 911. I politely with my neighbors across my airshaft many years ago. They got so nasty they started swearing at me and threatening me. Needless to say, I didn't have ANY further problems once the cops finally got to the right door and had a chat with them... Noise complaints are the number "quality of life" issue in this city, and, unbelievably, we have our dear old Rudy to thank for cops HAVING to take this issue head on.

    I'm also gonna go out on a limb here and guess that this person isn't Prince. Therefore, using "U" for "you" is simply retarded.

    One of my neighbors circulated a complaint petition including the building # and apartment #. My boyfriend also wrote a letter about the annoyance. Both of them (and probably others) were mailed to Betsy Gotbaum, the Consumer Advocate for NYC.

    She solved the problem and sent us a letter explaining the action she took. I highly recommend contacting her.

    She sent a letter to the landlord (of the apartment in question) basically stating that if he/she didn't do something about the noise issue, their buildings would be subjected to some sort of inspection. The tenant wasn't thrown out, but I've never heard his stereo again and I've only heard him yell "Stupid!" once.
