noise issues
understandably living in a city is not quiet, and especially in summertime noise levels definitely increase. however there is an on-going party - seemingly every night/several nights of the week on lincoln place in the vicinity of rogers avenue, that is sometimes so loud that it rattles our windows. the bass is so strong i can feel it through my couch!
we don't want anyone to have to give up their fun, but we almost never get to sleep with this noise. additionally we have a small child who is consistently woken up in the middle of the night due to the ruckus, which often runs until as late as 3/4am.
we've called 311, we've call our local precinct - but no one seems to care. clearly it's not a life or death situation, but it's incredible to me that there is absolutely NO response. there are noise laws in the city and this clearly violates them.
anyone have any useful advice? we don't begrudge anyone from having fun - but i don't think it's necessary to blare music this loud in order to enjoy oneself.

You should demand that more officers at the 77 get qualified to use sound meters and that the dept supplies the precinct with more meters. An extra 6 cops on the 4X12 each night would be nice too.

Do others complain?
Have you attempted to locate the source and attempt to resolve the issue?
Is there a block association?
Journal times and description?
Some things I would have attempted before calling the police. Makes thier job harder not to do.
Don't call too much, I was told once by a cop after three visits they don't have to come anymore. -
I would suggest going to the website of one of the local community groups. Things get resolved more quickly when you're got a group of folks complaining instead of just yourself.
Three groups you might look into are:
http://www.crownheightsnorth.org/
http://www.crowhillcommunity.org/
http://revitalizecrownheights.org/
Crown Heights North is more involved in historic landmarking issues while Revitalize Crown Heights (CHRM) is more involved with quality of life issues. Crow Hill is focused primarily on the area of Prospect Heights/Crown Heights between Bedford Ave and Franklin Ave so if that's your area, check them out. -
Subject: Re: noise issues
I know this is late, but I live in this area and know the house you are talking about. Sometime around May 31st, I don't remember the exact date, they had a very loud party. When you would think things were winding down around 11pm, the music got even louder. They didn't stop until after 4 in the morning. I actually went to Lincoln Road to check out the number of the house. I knew exactly which house because they set up a blue tent for the party and it was still up the next day. If I knew the number of the house while this was going on, I would have called 311 as well. These people have been living there for a while, and they pull the same cr@p every year.
