Conspiricists wear tin hats...the hat keeps the government from monitoring your thoughts and finding out that you're on to them. It probably also keeps the GPS systems in the black helicopters from monitoring your whereabouts.
However, tin hats are not a substitute for helmets on the midnight bike ride. -

Really not even in the same ballpark, but when I was an RA at my school I was given information and then told to withhold it from my residents all the time or just outright lie. It was pretty depressing. The worst was when the high-rise dorm towers began crumbling a bit. They put scaffolding up fairly quickly but I was still honest to my residents (they just didn't hear it from me).
Come to think of it I didn't follow a lot of the RA rules. Depending on the viewpoint I was a really great RA or really terrible one.
Anyhow, from that experience I can believe the police would keep that hush hush if they didn't want people to know about it for whatever reasons. -

It is to my understanding that cops are allowed to LIE by law. WHy would one lie about such a thing? Ask one self, why do people lie in general and you will come up with a myriad of answers.

I am almost sure that he is referencing the van that was stolen and turned over to police by the thief upon discovering it was a bomb.
I went into the fallout shelter and didn't see anything come up on the radar.
However, if something like that did indeed happen, it is very plausible that the public would not be made aware. This is NYC not Boston.
As far as the tin hats, who ever has one, it's useless. You need aluminum. I also advise IR LEDs ringing it so they can't see you
