Yes.

ConEd? Yeah - they suck.
...wait - what was the question? -
they haven't send you a bill in a long time?
i had a tenant once, who didn't pay for the whole year. they didn't send the bill to me or him. so one day, they turn off the power.
i get a call from tenant. saying they got no power.
coned told me they didn't have a account setup. that tenant was leaving, new tenants were moving in.
i was like ummmm we gots a problem. why did you guys gave them power and not turn it off for the whole year.
they were like someone gots to pay for it. i talk to tenant. i paid for his first month. he pays for the rest of the year they were there.
last month he try to contact me in getting new tenant to pay for the last half month he was there( coned doesnt send bills out the 1st to 31st) so i'm like but you lived there and it wouldn't be fair to new tenats or me to pay for it. plus i paid your first month for you.
he didn't email me after that. -
no, I'm not supposed to get a bill (my utilities are included)
Its actually an issue a friend of mine is having, his landlord is saying that he's going to raise his rent if the electric bill doesnt decrease but his utilities are included (and there's no condition about utilities in his lease, i checked.) the landlord forwarded him the coned bill and it was like $600...but I'm fairly positive it's for the WHOLE BUILDING bc 1) theres no way he used that much power in a studio and 2) the bill doesnt mention the unit, just the address and 3) I'm almost 100% that there's only on meter for the entire building or else the landlord wouldn't be paying the electric in the first place.
Anyway. Thats the long version of it haha. I told hiim to maybe respond to the letter saying he'll use less AC but pointing out that his AC is from like 1960 and doesn't even have knobs anymore nevermind a thermostat and also to ask his landlord how exactly he knows that it's his apartment causing the increase when all of the apartments seem to be on one bill. -
lol landlord got owned on this.
he should eat the bill, since he is too cheap to get meters for everyone. -
I was kind of pissed that the guy tried to pass off the bill as just his. Like ANY studio would ever eat that much electricity. Plus I dont see him offering to give a rent break in feb when there's almost no electricty used at all. Landlords suck.

tell you friend to tell the ll to piss off but in much nicer way. they shouldn of install meters to avoid this problem.
i'm sure he can afford it. -
your friend's LL is probably playing the same game with the other tenants. Have him ask around and they'll be able to tell the LL that they're on to him and his tactics.
-
Yeah, he should get together will all the tenants and have everyone run five 1500 watt hair dryers all day long until the LL's utility bill bankrupts him and the bank forecloses on the building! Then the tenants can get together and buy the building back from the bank on the cheap and enter the "ownership society"!
Howdy, Stranger!
