I think OP is referring to the Landmark Pub building which has been discussed here many many many times. What makes you think it's being renovated? The scaffolding has been up for a long time but it was put there just to protect passersby - not as a prelude to any renovation.

as I remember it, the scaffolding went up b/c people were getting hit w/debris.

wondering how they have a permit to keep permanent scaffolding up, without actually doing work.

No way that place is being renovated. LOL

Permits in this case are not an issue, as I believe the scaffolding was put up by the city or on the orders of the city, to protect pedestrians from falling debris. (There was a thread here a year or more ago about a piece of debris that slashed through a car and only by the grace of God missed killing someone.)
