That is so bootleg. There is a whole in the door where the deadbolt is supposed to be. Oy vey.

I would call 311 if I were you. Every year that I've lived in NY I've received a notice from the management company (2 different buildings) asking me whether I have children under 8, in which case I have to have window guards, but telling me that if I want them I can have them. I am pretty sure that it is a requirement to provide window guards if the tenant wants them. 311 will be able to tell you for sure. As to the deadbolt, ask 311 too. I've never had anything other than the standard lock the landlord provided and I've never been burgled, but I may just have been lucky.

I just looked through threads and can't figure out where to buy one. Maybe I am also searching for the wrong term: Fire Escape Gate ?

For the deadbolt I would try a local hardware store that sells them before a locksmith, they may have a local guy or local super who could install it for you. In general, look for a building with a full time super. They are usually available for little jobs in the hood.
I'm loath to ask. Is this window on a fire escape? -
We have a full time super, thanks! He said he can install it now that it seems it is true that they don't have to provide the deadbolt.
There is 1 window on a fire escape and despite the fact that my roommate finds them hideous (okay, I do too!) I would rather be safe. I'd like to do this before we move in. Any ideas on where to buy a gate and what is requires to install? It would be preferred if it was the kinda that opened so when we were around it didn't have to be on lockdown. Thank you!! -

I would think a custom one is better than one that can expand to different window sizes. Those don't seem as secure to me.

Having gone through the yellow pages trying to find someone to cover my THREE windows facing a fire escape, I ultimately relied on the skills of my Super to rustle up a few gates. I ended up paying a 1/3 of what I would have elsewhere. So I'd ask your Super if he knows how to get one cheap--barring that, I second SOS who gave me the lowest quotes and seemed the most professional of the locksmiths I auditioned. Also, buying one of those hideous accordion ones doesn't seem worth it since hardware stores sell those for $250+ when you can have a nicer iron one for $50+ more.
Also, on the door lock situation (having also wrangled with that recently) the requirements are: "a heavy duty latch set and a heavy duty dead bolt operable by a key from the outside and a thumb-turn from the inside." Which does not mean a top lock deadbolt. And "a chain door guard so as to permit partial opening of the door." (NYC Admin Code 27-2043) -

I'm also trying to find those giant platic wrap rolls and bags for moving beds...wanted to dot his myself cause I am afraid of gettin' bed bugs from the moving van. Oy! -
I'd suggest ordering online from Uhaul (fast and I think free shipping and you can buy things piecemeal)--bought my industrial plastic wrap and giant mattress bags from them.

There is a storage place in Ft Green (I think on Hart St) that has boxes, plastic bubble wrap and all kinds of strange moving and storage boxes. You can't miss it, its the big green building off Flushing Ave.

"Window guards approved by the NYC Department of Health (DOH) must be properly installed according to DOH specifications in all windows, including bathroom windows, except any window providing access to fire escapes. For buildings with fire escapes above the first and ground floors, but none below, one window must be left unguarded to allow for a secondary exit from the apartment [NYC Building Department rule 4.10]."
So correct me if I am wrong, but doesn't this state that no windows below the first floor should be left unguarded?
