Brooklyn Tech School Scaffolding going up till 1 AM
We live on Fort Greene Place across Brooklyn Tech High School. Two days ago a scaffolding company started erecting a scaffolding. There is considerable noise well after midnight and you can forget sleeping. By the way the sidewalk is NOT secured!!!
We spoke to the principal of Brooklyn Tech today and he said they have a permit to work from 5 PM till 1 AM. And he explained that this project is scheduled to last 3 years (roof is leaking, brickwork needs repointing).
There is no permit hanging anywhere outside. The work crew tonight said the permit is in the school when we asked to see the permit.
Does anybody know anything about these permits? The principal shrugged it off and said he has nothing to do with it; it's the Dept. of Buildings.
Any suggestions what to do to keep reasonable sleeping hours?
We called the precinct tonight but you know they wanted to send a car and we keep holding our breath, turning purple in the face right now.

The scaffolding company is responsible for getting the scaffolding permits. That permit wouldn't really show working hours however. I think the DOB is the only entity that could give permission to operate late at night usually only in some emergency situation. I had an emergency like that in Soho and erected scaffolding until 4 am. But that was after a day of police closing the street, DOB crawling all over and forensic engineers threatening to throw people in jail. In that case part of a fire escape pulled away from the building. The point is some emergency must precede that kind of inconvenience and the police would have a record of that.

City law generally allows construction only on weekdays between 7 a.m. and 6 p.m. On weekends, work is also allowed on one or two-family homes between 10 a.m. and 4 p.m. Use or transportation of construction devices or materials that cause unreasonable noise is always prohibited. To make a noise complaint, call the Citizen Service Center at 311.

You can check for permits at the DOB website. Just put in the address, click "Job Filings" and put in a date frame. It will show you all permits associated with that address.

Thanks for all the input. We checked with DOB and found all the permits for this job in question the school received but we didn't find on their website a permit variance for after hours or weekend work. The question is if it could be found there or how do we go about it finding out if they have such a permit?
As I said before no permit is displayed outside at the school.
It seems such a drag to contact the Department of Building in Brooklyn, much less getting the correct information from them. And 311 gives you a complaint number and then you sit on a waiting list.
In the meantime we don't know anymore what a good night's sleep feels like and we need tons of matches to keep our eyes open during our working hours.

I was under the impression that 311 was pretty good with building construction after hours. Sorry to hear about your situation.

They should of posted copies of those permits outside. Since the cranes collapsed DOB has held everybody's feet to the fire mainly because their feet are being held to the fire. You could probably get them fined (scaffolding co.) and any other private company who has been hired to do work for not posting permits. It wouldn't stop the work but maybe give you a little satisfaction. It sounds like they are doing it late as to not disrupt the school day. I can see the Brooklyn Press headline "Local assholes cause school disruptions because they force scaffolding work during the school day!" Good Luck with that!

The DOB process might be tedious, but all govertment agencies are to some degree or another.
Permits should be posted somewhere outside the building.
You may also want to speak with the principal to let him know that the community is not happy about the late hours. -

As I said we spoke with the principal last week and he taking the stand when we are not happy to get in touch with DOB. He made a point that the work needs to be done and that the school is there since 1930. End of conversation. And as I said we checked the website of DOB. The school has obviously all permits .
But we didn't find on their website a permit variance for after hours work.
We spoke with the foreman of the scaffolding company yesterday and he said that the school is responsible for posting the permits outside.
We also called the cops and they advised to check with DOB and that they cannot do a thing about it.
Our neighbor called already 311.
What I cannot understand that the work cannot be done during the day as not to disrupt the students classes with undue noise but that a residential neighborhood should grin and bear undue noise. It seems to be quite common that schools have work done after 5 PM until the wee hours.

In order to provide a world class education to student at Brooklyn Tech, one of the country's best high schools for science, mathematics, engineering and technology, it is necessary to do construction when students are no longer in school or will not disrupt the learning environment.
The school has nothing to do with the construction. The principal only files a request to the School Construction Authority to report that the roof is 70 years old and its time to fix it up. The request was filed in 2006 and work is finally starting up. The principal is right, if you are not happy with it just speak to DOB because he has no control on whether or not construction should stop. Once the the school construction authority approves the request and DOB takes over, it is out of the school administration's hand.
