I think this looks like constructive eviction. I would definitely consult a lawyer before stepping over that dangerously placed cord. If you step over said cord you are tacitly approving of the criminal behavior of your landlord. You need to vacate immediately. Don't even take your pet fish. This will weaken your testimony several months from now when said landlord is suing you in Part 52 for rent owed. Don't forget to take pictures!
