That's really awful. I also saw a dog tied up today by the curb in front of Key Food just sitting in this huge snow mound waiting - freezing, I'm sure -for his owner. I remember a few years ago seeing a dog tied up in the middle of a severe snow storm and just as I was almost to my car with the dog, a woman comes out screaming and cursing that I'm stealing her dog. She took that dog home so fast without stopping
You got to wonder about people. . . . -
This makes me sick. These are the kind of people who buy dogs as accessories.
I'd have done the same as you, jf. I couldn't stomach seeing a poor animal tied up in a storm like that. -

Didn't see the person responsible. The dog was a very sweet yellow Lab.

If this dog's name is Misty and she has a surgical scar on her head then I'm pretty sure I know what the problem is. I found her without a leash or tags over the summer. After hours of checking with vets for an id the owner finally came along and did not thank me for finding her and taking care of her. She was about to run in to traffic on 11th avenue when I got a hold of her.

That could well be the same dog. She had a leash but no tags. Sweet girl deserves better.

Somebody should call 311. I've done this before and I know that they came out to investigate the situation. Poor doggy

I called 311 and they routed me to Animal Care and Control and they said, "You can take him to a shelter but we don't pick up on the weekends."

I called the 72nd. I don't know whether they picked the dog up or the dog's owner finally came back for her, but when I checked again the dog was gone. -
By the way, I also checked all the surrounding businesses before calling anyone. But if I see that dog tied outside again this winter, I'll go straight to the authorities.

If you can figure out where the owner lives, you can have Animal Care and Control sent to their house to ensure there are proper conditions for the animal. I did this when a neighbor left his dog out all night barking in sub-zero temperatures. Poor thing. They checked to make sure he had adequate shelter, food, etc. Dog stayed inside after that.

If it is the dog and owner I am thinking of then it has more to do with the owner being a teenager who seemingly doesn't know enough to properly care for a dog and seems to be left in charge of the dog when a parent or adult should be involved. It is sad and if you do see this do again with a teenage boy then try to be helpful and offer advice and explain the consequences and what he needs to do. The boy is very shy and seems to care for the dog but I don't think anyone has guided him on how to properly care for the dog.
