I just recently learned this when brooklynian's webhost banned me because I was attemping "too many connections" and they thought I was spam.) Its not a huge geographic area though, I highly doubt this is the case

Two computers should never have the same IP address, regardless of whether they're on the same network, in the same building, whatever. An IP address is like an individual computer's unique telephone number.
