It called Eastern Noodle and it's on Forsyth.
Saigon Grill on the UWS has very thin skinned dumplings. They are amazing.

The noodles didn't have as much bite as I like, but they were still tasty and extraordinarily cheap. 3 of us ate as much as we possibly could for under $20 (before tip).
We're planning to try Super Taste, another hand-pulled noodle place next time.
