It may well be that you need more than 100 signatures for something as major as Prospect Park.
Also, not trying to be the forum police here, but I wonder if you might get more response in the Pets forum. -
It's too bad that adults lack the integrity to do the right thing when no one is watching them. If you can't get up early enough in the morning to walk your dogs, and if your dogs are so full of energy when you come home from work, that you "must" let them run loose in the Nethermead illegally, then perhaps you should rethink keeping large dogs cooped up in a city apartment, or get a smaller breed better suited for urban life.
Off leash dogs belong in fenced areas only. This is what the offleash people should be working for in prospect park, and the only option that makes logical sense. Conflict with other park users would vanish, and any dog let loose outside of the fenced area would be illegal and subject to ticketing. The way it is now the off leash dogs in the unfenced areas cannot be avoided and this is a ridiculous imposition on everyone else.
I have owned a dog for over a decade and wouldn't dream of risking its health by letting it off leash in a crowded urban area filled with unknown dogs. I am certainly no athlete, but when my dog was younger and more energetic, I managed to hand walk it ON A LEASH for 3 miles around the Prospect park loop most days and keep both of us fit, happy, and "socialized".

I so agree. As a person who does not own a dog I would be so happy if there was a large place for dog owners to their dogs roam free. 24/7 free dogs, whatever. It is a place I can stay away from and there would be no more excuses for dog owner to let their dogs off-leash.
