Concert or some type of event tonight in Prospect Park?

Is there an event tonight in Prospect Park? Has anyone else heard this at all? it's a loud reverberating with intermittent voices speaking into a loudspeaker. The whole house is sort of vibrating. I called 311 but they know nothing about it.
