They were on that reality show wife-swap and are thrill seekers... I think carmen had it right. Plus the on the scene enforcement took their time opening the balloon like they already knew beforehand that there was no one in there. There was no urgency. I smell something very fishy.

As soon as it landed I figured there was no kid on board. The size of the balloon (compared to the police) didn't give any logic to lifting a 25-50 pound weight, especially a helium filled balloon. Up in the air though, the way it was wobbling and you had no sense of its size it certainly looked like there was some sort of weight in the container underneath.
I'm guessing it was a hoax or some thing bad happened and someone is trying to cover-up. -
