Parking Ticket Grace Period: Yay or Nay?

What do you all think, do we need a grace period for parking tickets? This seems to be a case of lazy legislation, no? I would like to hear some stats re: how much it will cost to revamp muni-meters to now give people an extra five minutes, or what the projected cost reduction would be overall on giving out fewer tickets.
It would seem like a better time to review some of the policies for which people are fined. After all, is there still not a better option to alternate side of the street?

It would amount to more chicken bones on the street, but I think they should just have cleaning 2 days a week. Yea they'd get less tickets but they'd also be able to half the time (and possibly $$$) spent to clean.

I was against it until Bloomberg promised it will create chaos. Then I figgered, eh, 5 minutes is a small price to pay for the total breakdown of the laws of man and physics.

Should do like most states. If you drop a kid off at school with an out of state plate you get a "wake up" ticket. Car should be registered in the state within 60 days. All out of state cars on the block should be given a "welcome" ticket,we know you are here and make sure you are a visitor. If you are trying to avoid paying NY insurance and license fees we know your # and will tow you accordingly. Once those 1000's of cars are off the streets we should start a grace period for residents. They should sit at Eastern Pkway and greet visitors from out of state and let them know the benefits of being a NY resident, like our schools and roads,we welcome you and hope this paperwork makes it easier to get your car registered and insured in NY.

I think it should go into effect. Some ticketing agents are very aggressive and will sit by a meter with 1 or 2 minutes on it waiting for it to expire or will ticket the minute alternate side starts. If your watch is a minute or two slow or you're walking to your car but get there 30 seconds late I don't think you should get a ticket.
I once went to move my car for alternate side and got there right at the start of it and all the cars on the block had been ticketed already with no cop in sight. All the tickets had a time of 1 or 2 min past the start. Maybe the cop's watch was fast or maybe he was just trying to make quota (I know, they don't exist). I fought it and got it dismissed.
I can see not doing it for meters because there is a time that you can calibrate with your watch but for alternate side there too much room for differences of time from one watch/phone/etc. to another. -
