I don't know what a leaf shredder is, but you can use a lawn mower to turn them into a nice mulch.

And it did not work! If some one would lend us a lawn mower that would be great! I checked Lowe's and Home Depot and they do not rent them. -
How about this?
Shredding Leaves with a String Trimmer
Step 1
Rake leaves into a pile.
Step 2
Place a string trimmer into a 55-gallon (or larger) garbage can.
Step 3
Fill the garbage can 3/4 of the way full with leaves. Turn on the string trimmer and pull it up and down, as you would an immersion blender in a pot of soup, to shred the leaves. Be sure to wear eye protection. -
Better yet. This!
I rake my leaves into a long line about 2 feet wide all along my driveway. After running over them 9 or 10 times going in and out with the General Lee, they are pretty much shredded and I just rake them up. Works very well!
Good luck.

We tried the 'immersion blender' thing and it would take too long. We have around 2600 pounds of leaves! We would need many blenders!

you need to reach out to a contractor. I'd try Brownstoner.com, or place an ad on Craigslist under "gigs - labor" (maybe a landscaper needs some work right now).
P.S. when the millionth bag of leaves arrived, why didn't you say "no more!"
as a long shot, introduce yourself to someone at the Bklyn Botanical Garden. They likely have one and sympathize with community gardens. -

Because composting is a sickness! Well, that plus the fact that we can use the leaves in an unshredded form....they just take a lot longer to break down in the compost (and take up more space in the meantime).
Our trimmer experiment was with a sad, weak electric trimmer - it might have worked with a more powerful gas trimmer (if anyone has one to lend). -
arches is right about composting being a sickness, but he is also too modest. we/they (my garden, but not a project i'm involved in) didn't say no more because keeping those leaves out of the waste stream was the right thing to do. since the city ended its composting program, those leaves would have been added to the regular trash trucks headed to the landfill -- which costs the city more than the compost program did, by the way.
arches, roux, et al., are working their tails off in the cold for no money, saving us taxpayers cash. surely someone could lend something for an afternoon or two, if not in the spirit of cooperation than in that of penny-pinching? -
Subject: Thank you!
Thank kind neighbor from the other side of the park for use of your awesome leaf shredder! Shredfest was a success!
